Iѕ a person exempt frοm requirement 11 іf thеу fulfill both 1 аnd 2 (еіthеr a, b, οr c)???? I realize іt ѕауѕ “аnd” between 1 аnd 2. Bυt dοеѕ thаt mean thеу mυѕt bе eligible fοr both 1 аnd 2, οr јυѕt one οr thе οthеr?

Both – meaning 1(a) AND 2(a), OR 2(b), OR 2(c). It wouldnt make sense to permit a firearm that has satisfied only number one, would it? If number one does not apply to you, in context you have pretty much already satisfied number one. But if you WERE in the military or another government service and were committed or otherwise labeled with PTSD for example, they are saying that you must have documentation saying that you have since been recovered from this condition.
If you have a mental issue that the FBI deems inappropriate during the background check when you purchase , then no you will not be allowed.
Usually you’ll fill out the form and wait anywhere from 10-30 minutes all the way up to a couple days depending on what state you reside in.
